The Ultimate Job Change Checklist: Documents, SSS Transfer & Financial Planning

A complete step-by-step checklist for Filipino employees changing employers β€” clearance documents, SSS/PhilHealth/Pag-IBIG transfers, and a financial bridge plan.

Changing jobs in the Philippines involves more than just signing a new contract. Between your last day at your old employer and your first day at the new one, there is a window of administrative tasks that β€” if missed β€” can cost you money, delay your government contributions, or leave a gap in your benefits. This checklist walks you through every step so nothing falls through the cracks.

πŸ‘‰ Use the Job Change Calculator to compare salaries and plan your financial runway.

Phase 1: Before You Resign

Preparation begins before you submit your resignation letter. Get these in order first:

  • Secure your new offer in writing. A verbal offer is not enough β€” wait for the signed contract or offer letter before resigning.
  • Check your 13th month pay status. If you resign before December, you are still entitled to a prorated 13th month pay. Read our 13th month pay guide to know your entitlement.
  • Request a Certificate of Employment (COE). Under DOLE guidelines, your employer must issue a COE within 30 days of your request. Learn what a COE must contain.
  • Compute your expected final pay. Don't wait for HR to hand you a number β€” know it yourself. Use the Final Pay Calculator to estimate unpaid salary, 13th month, and leave conversion.

Phase 2: The 30-Day Notice Period

Philippine labor law requires a 30-day written notice for voluntary resignation (except for just causes). Use this period wisely:

  • Submit your resignation letter in writing. Date it and keep a copy. Email is acceptable, but a signed physical letter is safest.
  • Complete your clearance. Return company property (laptop, ID, keys) and obtain clearance signatures from all required departments.
  • Document your unused leave. Unused vacation and Service Incentive Leave (SIL) days are convertible to cash β€” record the exact number.
  • Request a copy of your last payslip. You will need it to verify your final pay computation.

Phase 3: Government Contribution Transfers

This is the step most employees skip β€” and it causes the most problems later. Your SSS, PhilHealth, and Pag-IBIG accounts do not automatically transfer; you must update them.

SSS

Log in to the SSS member portal and update your employer information, or submit an Employer's Data Form (EDF) at your new HR. Your SSS number stays the same for life β€” only the employer record changes. Read the full SSS guide.

PhilHealth

Submit a PhilHealth Member Registration Form (PMRF) marking "Update" to your new employer. Direct contributions will resume under your new employer's PhilHealth number.

Pag-IBIG (HDMF)

Provide your Pag-IBIG MID number to your new HR. If you do not have one, register online at the Pag-IBIG member portal. Your contributions continue under the same MID number.

Phase 4: Financial Bridge Planning

There is often a gap between your last paycheck at the old employer and your first paycheck at the new one β€” sometimes 15 to 45 days. Plan for this:

  • Save at least one month of expenses before resigning, if possible.
  • Know your final pay timeline. Employers must release final pay within 30 days of separation under DOLE Labor Advisory No. 06-20.
  • Compare your old and new net income. A higher gross salary does not always mean higher take-home pay after taxes and deductions. Use the Job Change Calculator to see the real difference.

Phase 5: Starting Your New Job

  • Submit all required documents β€” COE from your previous employer, NBI clearance, barangay clearance, and tax-related documents (BIR Form 2316 from your previous employer).
  • Confirm your tax status. If you are moving from a previous employer mid-year, your new employer should account for taxes already withheld using your BIR Form 2316. Learn about BIR tax refunds if you overpaid.
  • Verify your probationary terms. Probationary employment is limited to 6 months. Confirm your regularization criteria in writing.
